<br />. <br /> <br />STATUS OF EXPENDITURES <br /> <br />· Upper Colorado Recovery Program -- With indexing, approximately $64.708 million is currently <br />available for construction in the Upper Basin Program. Approximately $29.993 million has been <br />expended or committed to specific projects. Remaining costs are estimated at $47.007 million for <br />water supplies, fish screens, and fish passages, bringing the total expenditure to $77.007 million, <br />or approximately $12.292 million in excess of the current budget amount. The estimates in Table 1 <br />provide the most recent estimates for costs of completion of the Upper Basin construction <br />program. <br /> <br />. Table I. The increase <br />over the original estimated cost (and authorized amount) results from a number of factors, including: <br /> <br />I) Construction costs have increased faster than the consumer price index for the last several <br />years due to number of factors, including <br />. the improved economy, which has resulted in fewer and higher bids for constructions <br />projects, <br />. increased bid amounts resulting from increased energy cost and uncertainty associated with <br />future costs, and <br />. increased demand for steel in the world market. <br /> <br />2) Projects have been delayed due to the need to resolve complex pre-construction institutional <br />issues associated with construction of projects on private lands, in non-governmental canals, <br />and acquisition ofland and easements. <br /> <br />3) Additional costs have been incurred in construction of fish screens as a result of change in <br />design criteria. <br /> <br />. San Juan Recovery Program Capital Projects -- San Juan capital projects are not expected to <br />increase above the $18 million figure currently authorized in Public Law. 106-392. Therefore, no <br />increased authorization is requested for the San Juan Program. <br /> <br />21 <br />
