It was suggested <br />in some preliminary comments that 14,000 <br />acres of private land be turned over to a <br />federal agency as compensation for the <br />conversion of other private lands to an <br />irrigated use. I have never heard of any <br />principle of law whereby a landowner can be <br />penalized for irrigating his own lands. <br />The problem presented is that this proposal <br />is based on mitigation of damages to wildlife <br />resources. Such mitigation is an expense to <br />the water users. <br /> <br />If the Yellow Jacket District desires <br />to accept this proposal, then I see no <br />problem. However, if the district objects, <br />a problem could be created concerning state <br />policy which might have to be resolved by <br />Mr. Eckles as Director of Natural Resources." <br /> <br />I MR.
