planned additional facilities of the private
utilities, available under the cOmbination plan,
will provide a stronger and more fully coordi-
nated transmission system to serve the needs of
the Bureau's customers."

"Dave, obviously one of the criteria estab-
lished by the Bureau was that the backbone lines
must provide suitable integration among Federal
Project power facilities at the time required to
meet project objectives and project use must at
all times be the overriding consideration. In
the analysis made by the Bureau of the utilities
proposal, it was assumed by the Bureau that this
could be accomplished under the combination plan
by suitable contracts. Thus, this can be accom-
plished by either the Federal system or the com-
bination system. We feel, however, that this
can best be done under the combination plan."

"You say federally-owned system. Now, will
the proposed investor-owned system provide
sufficient capacity for the preference customers
and at the same cost as the federally-owned
system?"

"That's correct."

presentation.

ing from the Colorado River Basin Power Con-
sumers from Salt Lake City. Mr. Harvey McPhail
is the Executive Manager of that organization
and I believe he would like to make a statement
from their viewpoint. We would appreciate hear-
ing from you, if you care to make it, Mr.
