In <br />the analysis made by the Bureau of the utilities <br />proposal, it was assumed by the Bureau that this <br />could be accomplished under the combination plan <br />by suitable contracts. Thus, this can be accom- <br />plished by either the Federal system or the com- <br />bination system.
