II <br /> <br />"It's always difficult to follow Ralph as <br />some of you may know, because in the mere act of <br />ad-libbing he takes half of your presentation <br />along with him. You do it <br />well, Ralph. <br /> <br />At the outset, and this by way of itera- <br />tion, gentlemen, I would like to overlap Ralph <br />just a little bit for the purpose of pointing out <br />the depth and completeness with which the many <br />studies of this transmission problem have been <br />pursued, The first of such studies began over <br />a year before the actual authorization of the <br />project act which was in 1956, and these studies <br />have been continuing in depth from that time <br />until this date. Following the July '59 meet- <br />ing which Ralph referred to, at which the Bureau, <br />by direction of Congress, conferred with regional <br />electric utilities and other interested parties <br />on this problem of integrating the generating and <br />transmission facilities of the Colorado River <br />Storage Project with the generating and trans- <br />mission facilities in Arizona, Colorado, New <br />Mexico, Wyoming and Utah - following this con- <br />ference, a comprehensive plan was presented by <br />the investor-owned utilities. This was in Octo- <br />ber. And this combination plan, basically a <br />230,000 volt system, provided for both utility <br />and federal transmission lines to fully utilize <br />
