The habitat improvement project is an aspect that might <br />be considered as mitigation for the reach of Granite Creek that <br />will be lost to inundation. <br /> <br />. <br /> <br />Another aspect of this project that has been discussed by the <br />Division of Wildlife is the possibility of taking advantage of the <br />fact that the new dam would be a significant upstream migration <br />barrier and chemically treat the entire watershed above the <br />reservoir and re-establish a population of Colorado River cutthroat <br />trout and manage the watershed for the native fish. This option is <br />currently being evaluated by the Division. <br /> <br />In summary, I am of the opinion that this project offers many <br />more opportunities than impacts. Due to the short reaches of <br />stream at issue, I feel that it would be adequate for the Board to <br />enter into an aqreement or stipulation which requires: 1) that the <br />CWCB have some control (through a donation agreement or some such <br />document) over the 200 acre feet of storage for maintenance or <br />enhancement of stream flows, and 2) a good faith commitment to the <br />completion or continuation of the habitat improvement project in <br />lower Fish Creek. The 200 acre feet will certainly help the low <br />flow problems but will probably not eliminate the problem <br />altogether, so the improvement of the low flow habitat in Fish <br />Creek is still very desirable from the Division' 5 perspective. <br />This package, in my opinion, will compensate for the loss of 10 <br />feet of the Middle Fork of Fish Creek and the 90 feet of Granite <br />Creek.
