<br />Comments on draft preliminary San Juan River Flow Recommendation <br />July 8, 1998 <br />Page 5 of5 <br /> <br />Conclusion <br /> <br />We believe these questions need to be addressed along with the completed technical <br />reports before any further action on the recommendations is taken. Furthermore, we <br />believe that the public should have adequate opportunity to review and comment on the <br />recommendations, and there use and enforcement while the recommendations are still in . <br />a preliminary form and prior to any action to adopt the recommendations by either the <br />Biology or Coordination Committees. <br /> <br />We have been directed by the Colorado Water Conservation Board to oppose any action <br />by the San Juan Recovery Implementation Program that would formally adopt the flow <br />recommendations, even in draft form, until a public review of the recommendations has <br />been completed. Such public review must include: <br /> <br />. the technical reports supporting the recommendations; and <br />. an agreement on procedures for Section 7 consultations that includes direction <br />on the implementation, use and enforcement of the recommendations and the <br />role of the Recovery Program in providing the reasonable and prudent <br />altemative. <br /> <br />We appreciate the work that has been accomplished by the Committees and look <br />forward to working with the Committees to resolve the issues identified above. <br /> <br />Cc: <br />Colorado Water Conservation Board <br />Colorado Endangered Fish Team <br /> <br />C:\mydocuments\sjripflowreccom.598 <br />
