Statewide Water Supply Initiative (SWSI) Scope of Work <br />Tape 1, Track 1 05:32-47:00 <br />Action: A motion was made by Eric Wilkinson to direct the CWCB staff to work with the <br />Technical Advisory Committee to develop and finalize the Scope of Work, to be <br />added as an amendment to the CDM contract. The motion was seconded by <br />Harold Miskel and approved unanimously (10-0). <br /> <br />Sa. Office of Conservation and Drought Planning - HB 1365 - Guidelines for Water <br />Conservation Plan Development <br />Tape 1, Track 1 47:00 - 1:45:00 <br />Action: A motion was made by Eric Wilkinson to adopt the language in the original <br />guidelines, and to set up a specific criteria of what a surcharge would be, that he <br />would recommend 5%, and that the loan interest rate be the same as the structure <br />of any regular loan authorized at the time that the emergency loan was <br />authorized. The motion was seconded by Don Schwindt. <br /> <br />After Board discussion, the motion was amended to add direction to staff that <br />they develop a policy on emergency loans and on the surcharge to bring back to <br />the Board in July. After further discussion, this motion was withdrawn. <br /> <br />A new motion was made by Eric Wilkerson to retain the original language in the <br />guidelines. The motion was seconded by Don Schwindt and approved <br />unanimously (10-0). <br /> <br />5b.
