<br />.. <br /> <br />Water Authority's members use and discharge water. The Authority has requested a proposal the USGS on how the <br />existing model could be updated and extended geographically to the north and west. A draft USGS proposal for the <br />geographic extension portion of that work costing approximately $350,000 is attached. The Authority will be soliciting <br />contributions from its members to pay a significant part of that cost, and the USGS will contribute approximately . <br />another third. The enhancement of the existing model will reql).ire additional local contributions, including from <br />Colorado Springs Utilities and other users of the existing model. The CWCB contribution to the Authority will help <br />defray a portion of the local costs, demonstrate good faith to the USGS allowing them to budget the matching federal <br />dollars and refine the proposal and cost estimates, and also would provide a fund to allow the study to begin while local <br />participation agreements are being developed. <br /> <br />Recommendation <br /> <br />Staff recommends that the Board request the General Assembly authorize an additional purpose for the funds <br />previously authorized from the Construction Fund by Section 12 ofHBOO-1419 as follows: <br />"Section 12 ofHBOO-1419 is hereby amended by adding the following to the end of subsection (1) The Colorado <br />Water Conservation Board is further authorized to participate in a cooperative study and investigation of transit <br />losses on Fountain and Monument Creeks to be conducted by'the US Geological Survey and development of a transit <br />loss model to be used in administering water deliveries that maximize beneficial use of the water resources of El Paso <br />county.
