<br />Program celebrates 25th year <br /> <br />This year, the Coiorado Water <br />Conservation Board's Instream <br />Flow and Natural Lake Level <br />Program (ISF Program) celebrates its <br />25th anniversary. The program began in <br />1973 with the passage of Senate Bill 97 <br />and a mission of "correlating the activi- <br />ties of mankind with some reasonable <br />preservation of the natural environ- <br />ment." <br />During the past 25 years, the Board <br />and staff have developed a program that <br />effectively creates a balance between man <br />and the environment Over the years, there were numerous challenges <br />and changes to the instream flow statutes, and the ISF Program still <br />faces many complex and challenging issues today. The Board and its <br />staff look forward to resolving these issues in a way that addresses the . <br />concerns of the various constituents from Colorado's water and envi- <br />ronmental communities. <br /> <br /> <br />Director Dan Merriman <br /> <br /> <br />An ongoing challenge for the ISF Program is increased competi- <br />tion for water in response to Colorado's growing population and <br />heightened public concerns about environmental values. This compe- <br />tition is also creating new opportunities. For one, it is contributing to <br />a growing desire by the public for more involvement in ISF Program <br />activities. The Board welcomes this increased interest, and in <br />response - as well as in commemoration of its silver anniversary- <br />introduces the InStream Colorado quarterly newsletter. <br />The objective of our quarterly newsletter is to inform the public <br />about ISF Program activities and accomplishments. We hope that <br />Instream Colorado will provide another opportunity to strengthen <br />the ISF Program. In each issue, we will summarize information about <br />the ISF Program in layperson's terms.
