Third Extraordinary Session <br />Sixty-third General Assembly <br />STATE O~ COLORADO <br /> <br />. <br /> <br />INTRODUCED <br /> <br />LLS NO. 02S-2071.01 Jason Gelender <br />Stafford HOUSE SPONSORSffiP <br /> <br />HOUSE BILL 02S-1020 <br /> <br />SENATE SPONSORSffiP <br /> <br />Evans <br /> <br />House Committees Senate Committees <br />Agriculture, Livestock, & Natural Resources <br /> <br />. <br /> <br />A BILL FOR AN ACT <br />CONCERNING STATE PLANNING FOR INFRASTRUCTURE FOR A SUSTAINABLE SUPPLY OF WATER FOR <br />DROUGHT CYCLES, AND, IN CONNECTION THEREWI~H, DIRECTING THE COLORADO WATER CONSERVATION <br />BOARD, WITH THE INVOLVEMENT OF PRIVATE ENTERPRISE AND LOCAL GOVERNMENTAL ENTITIES, TO <br />INTEGRATE WATER INFRASTRUCTURE FACILITIES AND ORGANIZATIONAL REQUIREMENTS NECESSARY TO <br />ACCOMPLISH SUCH PLANNING AND AUTHORIZING THE ISSUANCE OF BONDS BY THE COLORADO HOUSING <br />AND FINANCE AUTHORITY FOR THE PURPOSE OF FINANCING SUCH INFRASTRUCTURE. <br /> <br />Bill Summary <br />(Note: This summary applies to this bill as introduced and does not necessarily reflect any amendments <br />that may be subsequently adopted.) <br />Declares that, in order to plan for the growth in water supply demands caused by Colorado's cycles of <br />drought and the unreliability of nonrenewable groundwater, in addition to alternatives already studied by the <br />Colorado water conservation board (board), other infrastructure possibilities should be evaluated. Under the <br />current authority of the board, requires the board to soiicit proposals and recommend to the general assembly by <br />December 15, 2003, the development of a water supply project or projects consisting of integrated water <br />infrastructure facilities designed to meet drought and grpwth-related increases in demand for water. <br />Allows the board to recommend a new project for development only if all existing water infrastructure <br />facilities are already being used to the greatest possible extent. Sets forth parameters for the recommendation. <br />including requirements that the recommendation encourage private enterprise and local governmental entities in <br />the planning, development, construction, and use of the integrated water infrastructure facilities and that <br /> <br />12 <br />
