<br />. <br /> <br />. <br /> <br />. <br /> <br />- 3- <br /> <br />Tamarack Plan <br /> <br />Colorado's water contribution of27,000 acre feet via ground water recharge, and our future <br />depletion plan is collectively know as the Tamarack Plan, <br />· Phase I of the plan calls for the development ofIO,OOO acre feet of water at the Tamarack Ranch <br />and Pony Express State Wildlife areas (it is referred to a Phase I because it was agreed to at the <br />beginning ofthe CA negotiations). <br />· Phase 2 of the plan is the commitment to mitigate future depletions impacts to species and <br />habitat flow requirements. At this time we are anticipating that the infrastructure that is <br />constructed to accomplish Phase I can also be used to accomplish Phase 2. <br />· Phase 3 of the plan is the commitment to provide and additional 17,000 acre feet. This water <br />will be developed via a variety of mechanisms which have not been delineated in detaiL <br /> <br />The specific agreements and means for implementing the various Phases are currently under <br />consideration, Our initial focus will be on Phase 1. A Memorandum of Understanding (MOD) is <br />being developed in consultation with South Platte water users. It is envisioned that the MOU will <br />include the Division of Wildlife, Department of Natural Resource, Division of Water Resources and <br />CWCB. The MOU will define the roles of the referenced state agencies and the planning and <br />implementation process for Phase I, A draft of the MOU may be available for the next Board <br />meeting, <br /> <br />Ultimately, we also anticipate that some form of overarching agreement will be needed to coordinate <br />all three Phase of the Tamarack Plan, There are a number ofIegal, administrative, cost and <br />implementation issues, which will need to be considered to accomplish such an agreement. Once <br />these issues are better defined and narrowed in scope we would like to obtain input from the Board, <br /> <br />Recommendation <br /> <br />None at this time, however, staff would like to start getting Board members familiar with the issues <br />as we are approaching the point where a program needs to be agreed to and appropriate steps taken <br />to implement such program, <br /> <br />Flood Protection .
