If you do get a supplemental appro- <br />priation and you get it on the basis that I have I <br />been talking about, alleviation of hardship cases, <br />I would expect that the Congressional committees <br />or the Congress might place a limitation upon <br />those funds in the manner of their use. That is, <br />the Committee might say those funds shall be <br />used only for the purchase of right-of-ways, the <br />purchase of property or some other thing but <br />nevertheless, even if Congress or a committee of <br />Congress should do that, you are getting your foot <br />in the door so that getting the construction bud- <br />get item is that much easier and believe me, get- <br />ting your foot in the door back in Congress is <br />very important, I can assure you." <br /> <br />"Thank you, IvaI.
