Board sees fit. Let's don't.lose sight of the
bigger item, and that is that we want a full
fledged construction item in the budget for fis-
cal 1961. If you do get a supplemental appro-
priation and you get it on the basis that I have I
been talking about, alleviation of hardship cases,
I would expect that the Congressional committees
or the Congress might place a limitation upon
those funds in the manner of their use. That is,
the Committee might say those funds shall be
used only for the purchase of right-of-ways, the
purchase of property or some other thing but
nevertheless, even if Congress or a committee of
Congress should do that, you are getting your foot
in the door so that getting the construction bud-
get item is that much easier and believe me, get-
ting your foot in the door back in Congress is
very important, I can assure you."

"Thank you, IvaI. There is a question
from Mr. Williams."

'1Nhat amount of money are we talking about?'

"I don't think the amount is important,
almost anything we can get to get the project
started. We requested one million dollars
this year."

"I think the problem is to get past the hurdle
of no new starts. So whatever constitutes a start,
whether it is the first pick and shovel or the first
hundred thousand dollars is the important item as
I see it." ,

"Isn't the amount of money determined pri-
marily by the Bureau of Reclamation's request
of what they can use during that fiscal year?"

"That is correct."

"Well, Mr. Director, in view of the feeling
of the Board, maybe we should include the sup-
plemental appropriation for 1960. Can you write
this amendment to the resolution?'
