May 11-12, 1998 Board Meeting--
Report from the Colorado Flood Task Force regarding "Flood Threat 1998"

INFORMATION

I will provide the Board with a summary regarding the Colorado Flood Task Force's Spring
meeting, which was held on May 5,1998. The "Flood Threat 1998" concerns and issues are:

. There are three local regions where the State has snowpacks over 130 percent as of May 1 ".
They are Pueblo to Walsenburg for the Sangre De Cristo Range; Mesa County for the Grand
Mesa and Dolores, Rico, and Telluride areas for the San Juan Mountains.
. For the major river basins, the snowpacks are average or slightly above which does not pose
much of a flooding risk at this time.
. There exists an increased concern for landslide and rockslide problems statewide this year.
This condition is the result of above average precipitation over the past three years.
. Due to the below average snowpack over much of the snow season, many reservoirs either
filled early or had larger than normal carryover storage. This condition exists for many of the
southeastern reservoirs. This extend storage condition can place additional stresses on
reservoir embankments.

For your information I am attaching the summary from the Colorado Flood Force Task meeting,
May I, 1998 basin snowpack map, Colorado Statewide Snowpack as of May I" for the period
1968 through 1998, and January-May Snow Course Data.

I will make a short presentation to the Board and address any questions which the Board members
may have regarding "Flood Threat 1998".

Attach.

A:cacbagenitem5.c.i.may98
