<br />Operating Guidelines <br /> <br />The following defines the opetating guidelines within which the Strategic Plan has been <br />developed. The guidelines include the identification <;>f CWCB's majot ptograms, the . <br />structute and tole of the BOaJ:d, the statutory authotity of the Boatd and BOaJ:d Staff, and the <br />identification of the customets that CWCB serv"s. <br /> <br />. <br /> <br />The CWCB was cteated in 1937. It is tesponsible fot watet supply ptotection, flood <br />ptotection, watet supply planning and finance, Stream and lake ptotection, and watet <br />conservation and drought planning, as well as management of telated watet infotmation, <br /> <br />CWCB's Majo! Th" Govetnot <br />appoints one teptesentative ot Boatd membet ftomeach of the state's eight majot rivet <br />basins and one membet ftom the City and C0I1\l.ty of Denvet. All appointees ate subject to <br />Senate confitmation and serve thtee-yeat tetms, The Executive Ditectot of the bepaJ:tment <br />of Natutal Res<:>U!ces is an ex-officio, voting m~mb~t. The Ditectot of the CWeB, the State <br />Engineet, the Attotney Genetal, the Ditectot of theiDivision of Wildlife, and the <br />Commissionet of the DepaJ:tment of Agticultw:e aJ:e ex-officio, non-voting melhbets. <br /> <br />To the gteatest extent possible, appointments to the Boatd include petsons experienced in <br />watet tesoU!ce management, watet ptoject finall.cing, engineering, planning, and <br />development of watet ptojects, watet law, itrigated fanning and/ot tanching. No mote than <br />five appointees can be membets of the same p<:>litic\11 patty. By statute, six voting membets <br />constitute a quorum fot the conduct of business, with six affitmative votes needed fot the <br />BOaJ:d to take a position on any mattet. . <br /> <br />The role of the Boatd, as defined in the Statute; includes: <br /> <br />. EstabUshing policy to address watet issues for the State <br /> <br />. Mediating and facilitating tesolutioll.s of disputes between basins and watet <br />interests <br /> <br />. Representing citizens within individual basins <br /> <br />.
