Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />RE: <br /> <br />Agenda Item #20 - Watershed Protection Fund SB 02-87 <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />On Aug. 8 the interagency Water Quantity/Water Quality group met to discuss several issues. Chief <br />among the issues was the implementation of SB 02-87. Under the new law we are responsible for <br />administering a Watershed Protection Fund, in consultation with the Water Quality Control <br />Commission and the Colorado Watershed Assembly. The Fund will be comprised of funds from a <br />new tax check-off. <br /> <br />The Commission has appointed two designees to work with us to implement the new law: Brain <br />Nazarenus, a member of the Commission, and Dick Parachini, a staff member from the Water <br />Quality Control Division. <br /> <br />We now need to appoint two people to "officially" work with the Commission and the Assembly. <br /> <br />Carolyn McIntosh has graciously volunteered to be one of the appointees. I would be happy to serve <br />as the other appointee. <br /> <br />Between now and our January meeting, we would be responsible for helping draft and review <br />operating principals and guidelines. We may also be asked to help with public relations efforts to <br />ensure people are aware of the new tax check-off. We would also make grant award decisions once <br />you have approved the guidelines. <br /> <br />A copy of the legislation is attached. <br /> <br />Recommendation <br /> <br />Appoint Carolyn McIntosh and me to work with the Water Quality Control Commission and the <br />Colorado Watershed Assembly to implement the new law. <br />
