The <br />meeting was called to order by Chairman Don Schwindt. Nine voting <br />members were present at the cllll to order so a quorum was present (at least six <br />required). Voting Board members present were Chairman Don Schwindt, <br />David Smith, Bob Burr, Greg Hoskin, Keith Catlin, Ray Wright, Vice <br />Chairman Eric Wilkinson, Harold Miskel, and DNR Assistant Director Kent <br />Holsinger acting for DNR Director Greg Walcher by approval of the Board. <br />Ex officio members present or represented were CWCB Director Rod <br />Kuharich, Deputy State Engineer Will Burt representing the State Engineer, <br />and Deputy Attorney General Felicity Hannay representing the Attorney <br />General. Also present were CWCB Deputy Director Dan McAuliffe and First <br />Assistant Attorney General Linda Bassi. <br /> <br />Note: While Board's consideration of agenda items doesn't always follow the sequence indicated by <br />the agenda numbers, these minutes are listed in agenda item order for easier reference. <br /> <br />. <br /> <br />lIb. Water Supply Planning and Finance Section - Changes to Existing Loans <br />Tape 2, Start/Stop: <br />Track1 0-6:00 <br />Action: A motion was made by Keith Catlin to accept staff recommendation that the <br />Board adopt a resolution to approve the Overland Ditch and Reservoir <br />Company's request for financial relief by granting a one-year, 100% <br />deferment oftheir December 1; 2002 contract #C15330710an payment in the <br />amount of$31,076. The defetted interest amount of the loan will be added to <br />the current loan balance that wm then be re-amortized over the loan's <br />remaining life. The deferral is !based on the Board's finding that the District <br />has encountered significant and unexpected financial difficulties due to this <br />year's extreme drought, and that it has been duly diligent in its efforts to <br />comply with the repayment provisions of its contracts with the Colorado <br />Water Conservation Board. The motion was seconded by Greg Hoskin and <br />approved 9-0. <br /> <br />12a. Water Supply Planning and Finance Section - New Loans - Kern Reservoir <br />Track 1, Start/Stop: 6:00-24:00 <br />Action: A motion was made by Eric Wilkinson for staff recommendation of a Small <br />Project Loan not to exceed $1,000,000 to the Kern Reservoir and Ditch <br />Company to cover up to 75% of the costs to rehabilitate the Kern Reservoir. <br /> <br />Flood Protection.
