Stream and Lake Protection - Amendments to 2004 Instream Flow Appropriations

Background
On October 5, 2005, water right applications were filed with the water courts for the CWCB
instream flow appropriations on Spring, Roubideau and Potter Creeks in Water Division 4.
Since this time, the Division Engineer's Staff met with CWCB and BLM Staffs to discuss
modifications to the flow amounts and time periods for these instream flow appropriations.
These streams are located on the Uncompahgre Plateau and after further review, the Division
Engineer recommended that the instream flow amounts and/or time periods should be modified
to better reflect the hydrographs for streams in this area. The CWCB and the BLM Staffs agree
with this recommendation and after reviewing all the available information believe that the
natural environment will be preserved to a reasonable degree by the water available for the
recommended appropriations for these particular streams. The table below provides a list of the
streams with the modified flow amounts and/or time periods, Attached are more detailed
descriptions of the instream flow appropriations.
