':'~ "-;-'--..:.~~, <br /> <br />. <br /> <br />RESOLUTION NO, R-998-02. <br /> <br />\V'HEREAS, the Douglas COllllty Water Resource Authority (the Authority) was <br />established by contract, executed as of the 29th day of September, 1995 (the "Establishing <br />Contract") to effect the planning and developme::!.t of water resources, s;"stems md facilities (the <br />"Wate; Facilities") for the bendit of its members and their inhabitants, and others, and to <br />integrate surface waters, well waters, Wastewater effluent, <md stormwaters under the guidance of <br />the Authority; <br /> <br />. W:-1EREAS, the Authority has parricipat~d in a series of investiptioos related to a <br />potential cOlljunc:ive use approach as a partial means of meeting the sr.a:ed purposes of the <br />Authority; <br /> <br />WB:EREAS, the conjundi~'e use approach could result from a c::operative venture ".ith <br />Denver Board of Water Comrnissione::s (Denver Water) in which the w"ter supply of the <br />.....uthorit"f and Denver \Vater could be increased while reducing the lor.~ term dependenc: on <br />non-tributary groundwater supplies by members of the Authority; <br /> <br />\VHEREAS, the Authority recognizes the need to coilaborativeiy and completely explore <br />appropriate alternatives to the conjunctive use approach thar meet the _~.uthority's stated purpose <br />as well as the needs of other interested parties to allow definition of a :::gional and cost-effective <br />.pproacb for meeting me Authority's stated purpose; <br /> <br />'wnEREAS, the Aurhority recognizes that a cOlllprehensive alt::::natives :malysis requires <br />a collaborative approach among inte:-ested parries, including at least Atr'...~ority members, <br />e::J.vironlnental groups, the Western Slope, Denver Water and other Fro:lt Range Conununities; <br /> <br />\\;HEREAS, the Authority 'viIi work wit!: those othe:- interested parries to develop the <br />alte!1latives to meeri!lg the Aut.i),orit:;'s .ltated purpose through the collaborative process ("The <br />Snldy") lh..lt will include as an initial .telp the llSel of cotltinued and :naxL-llzed reasonable <br />cievelopme:u or" local water resources (well waler, surface water, rerum :lows, conservation, <br />water rights tr:msfers and exchanges, and reuse) aloce, and subsequentiy conjllllctive use using <br />only South Platte River surface wate:- and then oth~r water resources av:tilable to the Authority <br />and De:!ve:- Water as mal' be identified by the imerested panies as being accepcabl;: and <br />beneficial; <br /> <br />WHeREAS, t1:e.
