November Board Hearing At the November Board hearing, staff will make its final instream flow recommendation to the Board, based on its original report, all public comments, documents submitted by the Parties and all data contained in the official record, If staff has entered into stipulations with the Parties prior to the hearing staff may present the stipulations to the Board at the hearing, November Board Meeting The Board will update the public on the results of the contested hearing and will take final action on the contested Final Staff Recommendation. Discussions Staff is in the process of participating in discussions with all of the Parties prior to the Prehearing Conference. These discussions will attempt to further identify the main issues and concerns of all the respective Parties, In addition, staff has investigated the potential for flooding in Delta with the City of Delta, Bureau of Reclamation, National Park Service and U.S, Anny Corps of Engineers, However, at the time of this memorandum it had not been determined at what flow amount the City of Delta experienced flooding, Staff will update the Board at the July Board meeting regarding this Issue, Staff Recommendation Staff recommends the Board revise the schedule adopted at the May 2003 Board meeting, Staff is requesting to move the hearing date from September 24,2003 to November 19, 2003, to allow more time to work with the parties. In addition, staff is requesting the Board delay the Prehearing Statement, Prehearing Conference and the deadline for Rebuttal Statements, which the Hearing Officer will oversee.
