213

I

The Director explained that the' Colorado River Storage Project plan
was being pushed by four states, and in the not too distant future probably
would secure Congressional approval and authorization for construction of
some units. The question to be decided, he said, is whether Colorado should
now recommend a specific initial unit on the Gunnison River, such as the
Bridgeport site, or propose none at this time. In any event, he stated, the
State would have further opportunity when it submits its official comments on
the final report.' He said there was the possibility that if initial Storage
Project expenditures are sizable for other basin locations, the Congress may
postpone large expenditure in the Gunnison Basin, especially if no project was
recoI:llllended by the State in the Regional Director" s report, to the Bureau's
Washington office.

The Board recessed at 12:10 o'clock, to reconvene at 1:)0 o'clock.

Afternoon Session
July 10, 1950

The session was called by Vice Chaiman Bailey, who announced
that Board Member A. E. Headlee had wired that unexpected business would prevent
his attendance at the meeting.

Resuming consideration of Item) of the. agenda, Mr. Hughes said he
felt that local interests would be served best if the fureau's report went in
"as it is today", without specific recommendations from the State of Colorado,
and that project preference in the area be decided by the local people, after
full information on all sites could be presented to them.

I

Mr. Hughes moved that at this time the Colorado Water
Conservation Board stand on its Original, informal comments
on the Colorado River Storage Project. The motion was
seconded by Mr. Pughe.

A vote was taken on !.ir. Hughes' motion. The motion was
unanimously carried.

Board members expressed the opinion that the Bureau would include in
the report to Washington whatever it deemed a most feasible suggestion, with
the opportunity for the State to study that recommendation and submit its
further coments and recommendations. R. J. Tipton, Consulting Engineer for
the Board, explained that the Board, in effect, was instructing the Bureau to
make a recamnendation for a unit on the Gunnison River.

Mr. Hunter moved that the Colorado Water Sonservation
Board renew the contract of R. J. Tipton of Denver, as consult-
ing engineer for the Board, effective for the year July 1, 1950,
to June 30, 1951, at the existing salary of $500 a month.
