<br />. <br /> <br />Developing Strategies to Address the Subcommittee Issues <br />CWCB staff also discussed the development of strategies for addressing the Subcommittee <br />participant's issues. Based on those discussions, staff identified several issues it could address <br />internally and it has moved forward to implement those strategies. <br /> <br />CWCB Staff Strategies to Address the Subcommittee Issues Intemallv <br />First, the ISF Program staff was reorganized so that each senior staff member was assigned <br />primary responsibility for the development of one of the five ISF progranunatic areas; i.e., New <br />Appropriations, Legal Protection, Physical Protection (monitoring), Donations and Acquisitions, <br />and ISF Quantification Methods. Table 2 summarizes the senior staff member assigned to each <br />area. Allocating primary responsibility for each programmatic area to an individual senior staff <br />member has proven to be an effective method for organizing the section's workload and <br />addressing new issues. It also provides the public with an identifiable point of contact for <br />specific issues and provides staff with a better sense of individual responsibilities. <br /> <br />Unfortunately, the Legal Protection Specialist position was vacated last summer and it was <br />temporarily reallocated to fulfill the Board's Construction Fund Section accounting needs. As <br />indicated previously, legal protection has always been a primary focus of the Board's ISF <br />Program and, therefore, it has become necessary to distribute the legal protection aspects of the <br />program throughout the remaining ISF Program staff. The loss of the Legal Protection Specialist <br />position will require the' remaining staff to spend more time on legal protection and will <br />compromise the section's ,ability to fully promote the more underdeveloped ISF progranunatic <br />areas. <br /> <br />. <br /> <br />Table 2. The intern program provide's a <br />valuable <?pportunity for college students to learn about Colorado's water rights system and the <br />Board's ISF Program. While up-front training may be time consuming, many of these interns <br />have provided a great deal of assistance with the staffs' base workload. <br /> <br />Within the ISF Quantification Methods programmatic area, staff is participating with interested <br />parties to investigate, and possibly refine, the winter flow requirements of coldwater fish.
