The average citizen has limited knowledge concerning . <br />the sources of Colorado water and how it Is developed, Also, water is a public polley area fraught with <br />considerable controversy, regional rivalries and local pollti$al clashes. Respondents who support using surplus <br />Colorado River water were asked whether or not they would support transferring some of the surplus water to <br />the Front Range, and were told it could lead to disagreements with the Western Slope.
