We are nearing the completion ofthis investigation and would like to . <br />discuss our preliminary findings with the Board in exe~utive session. <br /> <br />Water Users Allow Water To Bypass Diversion Str~ctures: Beginning in late July, water users near <br />Meeker allowed water owned by the Colorado Divisio!1 of Wildlife (DOW) stored in Big Beaver <br />Reservoir to flow past their diversion structures so the iwater will reach a stream segment with an <br />instream flow water right. <br /> <br />The CWCB' s 1977 instream flows water rights are junior to those of four ditch company water rights. <br />Normally these ditch companies could divert the water released from the reservoir for their own use. <br />The maximum rate of this release from Big Beaver Re~ervoir is approximately 20 cfs, up to a maximum <br />of3,000 acre feet. Releases will end on October 31, 2Q02. During normal years when water is available, <br />the CWCB's water right is for 200 cfs. <br /> <br />Many organizations and individuals have helped to en~ure the water would reach the state's instream <br />flow reach: <br />. The Highland Ditch Company; . Dan Prens10 and Jay Skinner, from the DOW; <br />. The Old Agency Ditch Company; . Anne Janicki and Dan Merriman, from the <br />. The Miller Creek Ditch Company; CWCB; and, <br />. The Oak Ridge Park Ditch Company; . Linda Bassi, First Assistant Attorney General. <br />. Bill Dunham, the area's Water Commissioner; <br /> <br />White River Flow Recommendations: On Aug. 5 the USFWS released a draft final report with flow <br />recommendations for the White River in Utah and Colorado. The report includes both high flow and . <br />base flow recommendations. For high flows, when spJ;ing runoff flows exceed 1413 cfs, the <br />recommendation is that all flows should remain in the: channel for the purpose of channel <br />maintenance. For base flows, 150 cfs should be maintained, with flows lower than that occurring no <br />more than the historical frequency, or one percent ofthe time. Peer review comments are due by <br />Sept. 6 and Biology Committee comments are due by:Sept. 20. <br /> <br />New Gage on the White River: In cooperation with the USGS, the Colorado River Water <br />Conservation District, Yellow Jacket Water District and the DOW, we are seeking to install a new <br />satellite gaging station on the White River below Lake A very. The gage will be constructed at a new <br />county bridge crossing and will be rated for both high and low flows. The gage will directly benefit <br />the administration of the CWCB' s ISF water right in ihis reach of the White River, as well as provide <br />valuable information for the Colorado River Decision; Support System. It will also be valuable for <br />monitoring flood flow conditions upstream of Meeker. The Cooperators will also benefit from this <br />gage since it will be used to help in the administratiorl of their rights. The CWCB has purchased <br />much of the required gaging equipment, and is coordi'nating with the USGS in the gage installation <br />and a long term operation and maintenance agreement with the other stakeholders.
