Operation and maintenance responsibility and fees, <br />. Collection and maintenance of reserve funds, repayment obligations and <br />environmental restoration, <br />. Other issues such as discussed in agenda item 21 g, <br /> <br />. <br /> <br />The USBR Eastern Colorado Area Office has drafted the BON and sent it to the <br />Regional Office for approval. Once the Region has approved the BON, it will be sent to <br />the Commissioner of Reclamation for final approval. All BON approvals are expected to <br />be completed in March 2001. <br /> <br />Concurrently with BON approval, the National Environmental Policy Act <br />(NEP A) compliance associated with the contracting action can occur. USBR initiated <br />this process on March 17, 2000 when it published a scoping document requesting <br />comments and concerns to be included in the NEP A process. A contract scoping <br />document has now been completed and the next step is to schedule public meetings, <br />USBR is also in the process of developing the hydrologic information for evaluating the <br />effects of the proposed contract on the rivers, It is currently envisioned that an <br />Environmental Assessment should be sufficient to complete the NEP A process, If both <br />pieces come together, contract negotiations could begin in April 200 I. <br /> <br />A representative from USBR will attend the Board meeting and be available to <br />answer any questions, <br /> <br />. <br /> <br />c:\mydocs\agenda21 hRuedi72000.bdm.doc <br /> <br />. <br />
