<br />During Phase II of the study, the evaluation of the three <br />selected alternatives will be refined. <br /> <br />The CWCS has conducted a very active pUblic information <br />program for this study, incluQing the formulation of an advisors <br />panel, news releases, meeting$ with interested groups, and <br />distribution of brochures describing study activities. To date, <br />three public meetings have also been held in Fort Collins to <br />explain the study and receive public comments. Public comments <br />were also taken at the August 16 Board meeting. A large number <br />of written comments have also been received. <br /> <br />Most of the comments received have: <br /> <br />(1) Expressed opposition to any study or proposal to <br />construct dams on the Cache la Poudre because of <br />concerns about the environmental, recreational, and <br />social impacts which would result; <br /> <br />(2) Argued that the stUdy is too narrow in scope in that it <br />does not address means for developing new water <br />supplies, improving the management of already developed <br />water, and generating hydropower other than with the <br />construction of water development projects; <br /> <br />(3) Faulted the study for excluding an evaluation of the <br />environmental, recreational, and social impacts of the <br />eight preliminary alternative projects; and } <br /> <br />(4) Addressed various issues with respect to the analytical <br />procedures, methodologies, and aS$umptions employed in <br />the economic evaluations of the eight preliminary <br />alternatives. <br /> <br />There have also been seVeral persons who have spoken in <br />favor of project development in the canyon. Their comments have <br />most often concerned improving the management of already <br />developed waters for the benefit of irrigated agriculture in the <br />lower Cache la poudre basin and the potential use of hydropower <br />revenues to pay for project costs. <br /> <br />Hardin Dam proiect <br /> <br />This project would consist of an earthfilled dam and <br />concrete spillway on the South Platte River upstream of Masters <br />with a reservoir extending upstream to Greeley. The objective of <br />this study is to evaluate, at a reconnaissance level of detail, <br />the engineering feasibility and cost of such a project. The <br />primary purpose of this project would be to develop irrigation <br />water supplies, with some small municipal uses also being <br />possible. In addition, the feasibility of including hydropower <br />is being investigated. <br /> <br />-2- <br />
