SUBJECT: Update on Wyoming's Little Snake River Water Management
project (Cheyenne Phase II)

At the April 1,1982, Board meeting, I presented to you a
brief history and status report on Wyoming's Little Snake River
Water Management project. As you may recall the project is a
plan by the State of Wyoming to utilize the waters of the Little
Snake River Basin, both within the basin and by transmountain
diversion. The project consists of three stages.

Stage I consists of the eXisting Cheyenne water supply
project, which includes water collection, storage and
transmission facilities to bring water from the headwaters of the
Little Snake River drainage into the North Platte River
drainage. This then allows Cheyenne to divert water by exchange
from the headwaters of the North platte River to Cheyenne (which
is in the South Platte River Basin).

Stage II is the proposed expansion of the existing Stage I
facilities. Stage II would collect additional water in the
Little Snake River drainage on the west side of the Continental
Divide, and increase storage and diversions of water to the
existing Cheyenne system. '

Stage III would include both.transbasin diversions from the
headwaters of the Little Snake River to the North Platte River
Basin and new storage for inbasin use in the Little Snake River
Basin. Three Forks Dam, proposed by Wyoming for construction in
Colorado, is one of the storage structures.

As you may recall, statements of opposition were filed
against Wyoming's Three Forks Dam application on behalf of the
Board and the State Engineer. A pre-trial date was set in the
case. However, it was vacated because liYoming is not sure
