I

I

MR. PETERSON:

MR. MOSES:

MR. PETERSON:
MR. MOSES:

MR. EVANS:

468

- 13 -

We are without a reservoir now. We know we
cannot get the local irrigator to sign a
consent agreement until we have a credit."

"Mr. Moses, if this does not put new land
under irrigation and just provides irrigation
to the land now being irrigated, I don't
understand how we come out with the 2.18 direct
benefit to cost ratio."

"I can't tell you about the figures, but
will give the theory. The holder of a senior
water right, whether he needs the water or not,
takes it and has no water in July. It is worth
more in quality of crop they can produce to
have that water in July 'and August instead of
pumping. So they could pay $4.00 an acre foot
storage charge and they would benefit 2.18 to 1."

"That benefit is regulatory?"

'!'That is right.

~

I have been advised that the Game and Fish
Department would like to make some comment about
this report."

"Mr. Kimball asked me to extend his regrets
in not being able to be here, and he also
asked me to explain the view of the Game and
Fish Department relative to this project. I
believe your Board has a letter regarding this
project and Mr. Crawford gave us a cordial
invitation to appear before this Board to
explain our statements and state our reasons.
In Mr. Kimball's letter he pointed out we were
very pleased for the many considerations shown
some of the recommendations by the Fish and
Wildlife, especially in the form of obtaining
1900 acres of land for mitigation of Big Game
losses. We were greatly concerned over the
fact that the Bureau failed to recognize our
request for mitigation of losses on our stream
fisheries. We are hard pressed these days
to provide fiShing for our fishermen. We know
that fishermen in Colorado prefer to fish
stTeams over lakes. Our survey shows
fifty prefer to fish in streams and only eight
to fish in lakes. We, therefore, feel stream
fisheries are most important to the fisherman.
