The Draft Environmental Assessment was
released on December 31. 1997 and the public comment period runs through February 9,
1998.

A public meeting was held on Thursday, January 22, 1998 at Reclamation Offices in
Grand Junction. Of the approximately 35-40 people present at the meeting, only about 8
to 10 were members of the public at large, the rest were all individuals representing
agencies who have participated in the study process all along. There were no major
issues or omissions noted with the Environmental Assessment during the public meeting,
Most of the questions only sought further clarification or understanding of the issues
discussed in the Environmental Assessment. Based on the public meeting, I do not
foresee any major problems in completing the Environmental Assessment. However, we
will not know for sure until the public comment period officially closes on February 9th.
Staff will provide its comments and any comments that the Board may have shortly after
the Board meeting.

AGREEMENT TO DELIVER SURPLUS WATER IN THE mSTORIC USERS
POOL OF GREEN MOUNTAIN RESERVOIR TO THE GRAND VALLEY
POWER PLANT

The first formal public negotiating session concerning this agreement was also held
Thursday, January 22,1998 at Reclamation's Grand Junction Office.
