Bond: There is nothing <br />set up as to the form of bond, or the general routing in connection <br />with it. It very apparently does not come under the term~ of our <br />general bond statutes. It appears that the Board would have the <br />final say' on this. Provisions of Administrative Code cites tha~ <br />suitable form and method can be approved by the Board. That is <br />really the substance of No. 1 in mY report. The bond situation v~ll <br />have to be worked out and we will be glad to work with you on this. <br />Regarding question #2 on my report, you cannot regulate drilling <br />outside of a district, but the law apparently requires every driller <br />of any well to be licensed outside or inside. The regulation of . <br />licenses can only be done by rules and regulations applying to wells <br />within the district." <br /> <br />Mr. Bailey remarked, "They have to get a permit for <br />every well drilled, whether in a district Or not, is that right?" <br /> <br />Mr. Hinkley answered, "I don't think so, will have to <br />study that some more. But you will have to'arra~ge YOlrr licensing <br />of those fellows so they can go ahead with their drilling. Board <br />must set up some kind of a set-up to license them, even though you <br />don't have any districts." <br /> <br />Mr. Dille asked, "How is the Board going to assert any <br />discretion in performing underground water basins - what facilities <br />do we have?" <br /> <br />Mr. Crawford replied, "We will have to have some tech- <br />nical help on t-hat from geologists and underground water engineers." <br /> <br />Mr. Dille asked, "Are we under a:>y compulsion to <br /> <br />determine this?" <br /> <br />I <br /> <br />Mr. Crawford answered, "At the time a district is i'omed <br />we will be under eompulsion. Eventually it will be up to the Board <br />to study ahead of tL~e vmere districts should be located. In otQer <br />word!l' the Board is taking on a whole new line of work." <br />
