Mr. Bailey next called for discussion of Senate Bill <br />No. 120 relating to Underground Water, in regard to brief explanation <br />of the bill, and nec~ssity for additional personnel and space. <br /> <br />I <br /> <br />Mr. Crawford said he would "run through that from the <br />standpoint of the Direotor's office. He would like the Board to know <br />where it impinges on the office of the Direotor. He oontinued, "In <br />Sec. 2. Definitions, two types of well drillers are mentioned, "Private <br />Driller and Well Driller". Both have to get a l,icense, the Private <br />Driller at $2.00 a year; in Sec. 3 Scope of Act (a) refers to <br />districts. Sec. 4 License Professional well driller must pay a $25.00 <br />annual license fee. Licensing work and colleoting fees would necessitate <br />one additional person in the Water Board office. In Sec. 10 Remedial <br />Work. Director of Colorado Water Conservation Board must determi~e <br />~there are violations of the Act. Sec. 9 Abandoned Well. Office <br />of Water Conserration Board must set up rules and regulations governing <br />plugging such wells. Profession?l help required in the office would be <br />geologists and underground water engineers. For the first year, if we <br />were to secure about half the technical help necessary, the cost <br />would run around $10,000. The income under this Act is furnished by <br />the person who pays for the license, $25.00 for the professional well <br />driller, ~~d $2.00 fee for the private well driller. <br /> <br />Mr. Dille - "In Sec. 3, I understand. this only to be <br />effective within a district organized by the Board.
