fA

I

It is further to be noted on the substitute pages that
the report adopted isa first progress report, that same is
offered for comments by the states and that detailed ob-
jections to any matters contained in the report will be
mailed to the entire mailing list of the Conference should
the objector so request.
I believe that it is apparent that western reclamation
could be seriously limited or restricted if national legis-
lation followed some of the recommendations contained in
the report of the Land and Water Policy Committee.
The deadline for comments on Land and Water Policy
Report is June 1, 1953. After this date the sub-committee
is supposed to meet and draft a final report to be sub-
mitted to another Conference meeting of the entire membership
late in the fall of 1953.
I wish particularly to call to your attention the last
paragraph of Page 12 of the Land and Water Policy Report. I
undertook this assignment in order to help out during a
critical period in the activity of the Colorado Water Con-
servation Board. I attended the meeting and made no commit-
ments as to Colorado's future membership in this group.
For the record, there is no expense to the State in con-
nection with my attendance at this meeting, merely our
contribution to the State's water program.

Very truly yours,

H H Christy{jk
Encls.

H. H. Christy

I

Mr. Crawford reco~mended that the Water Conservation
Board should at least keep attending the meetings of the
National Water Conservation Conference. Mr. C~wford men-
tioned how Mr. Christy pointed out, in his report, the
part played by Mr. Will and his disagreement with the
Land and Water Policy Committee progress report. He ex-
pressed the thought that we cannot afford to remain ig-
norant of the policies and recommendations adopted by
the National Water Conservation Conference. "Money has
to be raised." Mr. Crawford stated, adding "Director Stone,
I believe, was instrumental in asking organizations to
contribute money. With that idea in mind, it is "'r. Christy's
recommendation, and also mine, that we invest a little money
in attending these meetings, and try, at least occasionally,
to raise some money to go along with this organization."

Mr. Bailey asked whether there were any other ideas
on this subject.
