BASIS FOR INSTREAM FLOW RECOMMENDATION

· The BLM documented that a natural environment is present in the form of a brown trout fishery.

,--', · Based on theBLM's biological recommendation, flows of 13 cfs, summer, and 4.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the summer instream
flow recommendation was reduced to 7.5 cfs (7/1-7131) based on the water availability analysis. The
BLM believes the lower flow recommendation will still preserve the natural enviionment.
· CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.
· CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
