BASIS FOR INSTREAM FLOW RECOMMENDATION

.

· The DOW documented that a natural environment is present in the form ofa brook, brown, rainbow and
cuttbroat trout fishery.
· Based on the DOW's biological recommendation, flows of 19 cfs, summer, and 9 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 7 cfs (12/1-5/14) based on the water availability analysis. The
DOW believes the lower flow recommendation will still preserve the natural environment.
· CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.
· CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
