BASIS FOR INSTREAM FLOW RECOMMENDATION

The BLM documented that a natural environment is present in the form of a brown and brook trout
fishery.
Based on the BLM's biological recommendation, flows of7 cfs, summer, and 2.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the summer instream
flow recommendation was reduced to 4.0 cfs (8/1-10/31) based on the water availability analysis. The
BLM believes the lower flow recommendation will still preserve the natural environment.
. CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.

· CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
