At.tht last meeting of the states. the Department oflhe Interior, and the California water

agencies, thelstates of Arizona, Colorado, Nevada, New Mexico and Wyoming agreed to provide
you with proPosed principles for negotiation of interim surplus criteria for Colorado River .
reservoir operations. In anticipation of the meeting on Monday, I have enclosed a copy of the
document oniwhich these states have agreed. We hope this will serve as a basis for discussion.
