<br />Adopted by the Board July 18, 2005 <br /> <br /> <br />. <br /> <br />c) Timing of Fund Availability- <br />Funds for the Grant Program will become available on July I of each year. The Office will post <br />infonnation regarding the fund availability, as well as the status of applications and awards, on <br />the Board website, updated monthly or as conditions warrant. <br /> <br />d) Application and Award Timing - <br />Applications can be submitted at anytime during the fiscal year to the Office for consideration <br />noting that a given application must be received by the IS" of the month prior to the Board <br />meeting to be considered for award at that Board meeting (e.g., applications must be received by <br />February 15th to be considered for award at the March Board meeting), Awards will be made at <br />each of the Board's bi-monthly meetings (i.e" January, March, May, July, September, and <br />November) as warranted by demand and quality of applications. Award of the available monies <br />can be made for one fiscal year, or for a group of fiscal years depending upon the availability of <br />funding, the needs of the Board and the merits of any given application. Financial assistance will <br />be awarded to those applicants that best meet the intent of the CWCB and the stated evaluation <br />criteria. <br /> <br />Notification of awards will be made in writing within 30 days after the associated Board meeting. <br /> <br />. <br /> <br />e) Application Review and Ranking - <br />An Applications Committee consisting of Colorado Water Conservation Board staff, and other <br />individuals with appropriate expertise as needed, will review the applications, The Applications <br />Committee will first detennine whether applications meet the eligibility requirements specified in <br />the guidelines. The Committee will then evaluate and rank the applications in accordance with the <br />Application Evaluation Criteria provided in 4(f), Based on this ranking, the Applications <br />Committee will make recommendations for awarding Grant Program monies to the Board for its <br />consideration and award as appropriate. <br /> <br />Note that the Grant Program monies will need to be allocated between covered entities and <br />agencies that submit meritorious applications, Although it is the Board's preference to fund "on <br />the ground" water conservation and water use efficiency projects, focused education and outreach <br />efforts are highly valuable and important. To this issue, the Board will decide on a case-by-case, <br />month-by-month basis how to share the available funds based on the quality of the applications, <br />the available funding, the needs of the State, and the nature of the stated needs represented by the <br />applicants. <br /> <br />I) Application Evaluation Criteria - <br />Applicants that meet the eligibility requirement will be evaluated and ranked based on the <br />evaluation criteria presented in Tables I and 2, for covered entities and agencies, respectively. <br /> <br />The degree to which an application meets the above evaluation criteria will be detennined by <br />utilizing the rating system presented in attached Tables I and 2. <br /> <br />Projects from qualified applicants will be ranked based on these criteria for the purpose of <br />detennining which Projects receive grant funds, <br /> <br />. <br /> <br />5 <br />
