Kansas has stated that it will only approve the stockwater change <br />if and when satisfactory progress has been made on the other two changes. As of Nov. 1 the <br />PRWCD has not demonstrated satisfactory progress on the acreage and allocation issues to <br />either Kansas or Reclamation. Therefore, although the PRWCD has again requested that the <br />proposed changes to the operating principles be approved, there is no reason at this time for <br />Colorado to ask ARCA to take action at this time, At a recent meeting with Reclamation they <br />indicated that it might still be possibie for the PRWCD to make the necessary demonstrations <br />and gain the support of Colorado and Reclamation, but time is definitely running ouHast. <br /> <br />2. Operations Secretary Annual Accountinq. John Martin Reservoir is operated pursuant to <br />an Operating Plan adopted by ARCA in 1980, Under the plan the Operations Secretary stores <br />and releases water to Colorado and Kansas water users from a system of storage accounts. <br />The Division 2 Engineer in Puebio, currently Steve Witte, has served as the Operations <br />Secretary since the 1980 Plan was adopted. The accounting is realtime based, quite complex, <br />and amazingly accurate, Several years ago, despite the extraordinary efforts of Mr. Witte to <br />be accurate, timely, and open with his procedures, Kansas began questioning and ultimately <br />rejecting the annual accountings. Many of KanSas' objections are little more than quibbles <br />based on a strained reading of the operating plan,iothers reflect a misunderstanding of how the <br />reservoir operates on a reaitime basis, and some could conceivably lead to improvements in <br />how the accounting is compiled and displayed. Few, if any, would change the amount of water <br />either state is entitled to in even the smallest incr$ment. In an attempt to resolve these issues <br />ARCA referred the matter to its Operations Committee, Several very intensive meetings were <br />held over the last two years, some under the guidf3nce of Chairman Sisneros, but over the last . <br />six months there has been no activity and no m$aningful communication from Kansas. It is <br />unlikely this situation will be resolved, particularlywhile the position of Federal Representative <br />is vacant. . <br /> <br />. <br /> <br />Informational Items: <br />Colorado will be making presentations on four items of Interest to ARCA, and which may lead to <br />action by ARCA at subsequent meetings, In each case Colorado will be trying to keep Kansas <br />informed of these new developments so that compact issues, if any, can be identified and <br />addressed by the project proponents, <br />1. Southeastern Colorado Water Conservancy District's, Preferred Storage Options Plan. <br />2, The Arkansas Basin Water Demonstration B~nk rule making process. <br />3. The new State Park at John Martin Reservoir, <br />4. A proposal to change the use of a portion of the Model irrigation rights at Trinidad Reservoir <br />to recreation, and possibly other uses, as condition of a sale of those rights to the Colorado Div <br />of Outdoor Recreation and Parks.
