Written comments will be accepted through <br />March 17. <br /> <br />Public meetings, in which comments will be limited to 10 minutes <br />per person, will be held 7-9 p.m. in three locations: Durango, Feb. <br />15, at the DoubleTree Hotel's main ballroom; in Farmington, Feb. <br />16, at the Farmington Civic Center's exhibition hall 1; and Denver, <br />Feb. 17, at the Colorado Convention Center's room A209. <br /> <br />For more information about public comment, obtaining a copy of <br />the document or for Internet addresses, call the U.s.
