These stream segments and natural lake levels have been noticed as per Rules 5.21, 5.22
and 5.24 and the public was afforded an opportunity to comment pursuant to those Rules. No party
filed a Notice to Contest these recommendations. These stream segments and natural lakes are
located in Water Divisions 1 and 4 and Jefferson, Mesa, Montrose, Park and San Miguel Counties
and are listed on the attached Instream Flow and Natural Lake Level Recommendation Tabulations.

TECHNICAL INVESTIGATIONS

The Board was provided detailed information regarding all field data, studies and analyses for each
stream segment and natural lake at the January 23, 2002, Board meeting. At that meeting the Board
declared its intent to appropriate the specific Instream Flow and Natural Lake Level water rights.

Natural Environment Studies
The Colorado Division of Wildlife (CD OW) and Bureau of Land Management (BLM) have
conducted field surveys on these streams and lakes and found a natural environment which can be
preserved. To quantifY the resources and to evaluate instream flow and natural lake level
requirements, the BLM and CDOW staff collected biologic and hydraulic data, and the CWCB staff
reviewed and analyzed this data. Based on the results of these reviews/analyses, the CWCB staff
prepared recommendations for the amount of water necessary to preserve the natural environment to
a reasonable degree for each of the streams and lakes on the attached tabulation of Instream Flow
and Natural Lake Level Recommendations.

Flood Protection.
