I

I

The Narrows Project--the President has not stated whether or not he
intends to request deauthorization. But we do know that he intends to
request deauthorization of the Savery-Pot Hook and Fruitland Mesa
Projects.

MR. RINCKEL: As Mr. Crandall has said, we are completing the definite
plan reports.. Those are under review. The final environmental state-
ments on both projects have been completed. So we are finalizing the
work and putting it in report form.

I would like to skip over to page 8. We have our projects a little bit
out of order here. Under the Colorado River Salinity Control Act,
Grand Valley Unit, that project and also the Paradox should be under con-
struction rather than the G. I. Program. I will cover that in my report
in order that you will know where they are.

The Grand Valley Unit is located right around Grand Junction. The report
for that project, the definite plan report, will be completed in two
stages, stage one and stage two. Stage one will call for the lining of
about 7 miles of the main canal, GOvernment Highline, on the west end of
the project. For stage one, we plan to have the definite plan report
completed in early 1978, with the award of the contract for the lining
of the main canal by the fall of 1978. Then the definite plan report for
stage two will cover the remainder of the project. We will be issuing
an environmental assessment in October to cover the whole Grand Valley
Unit of the project.

Now, the Paradox Unit, which is very near here. We expect the well
drilling to be completed by the fall of 1977 and the pumping out of the
primary brine ponds by 1977 and the definite plan report and environmental
statement scheduled for 1978 and a 1978 construction start.

I am sorry to chase around on this sheet, but I would like to go back to
page 6 to the advance planning program to cover some of those matters.
The first is close to home, the Animas-La Plata. The Durango office has
completed the final plan on that. We have the final environmental state-
ment scheduled for early 1979; but, because of getting specifications,
and cost estimates, that may slip to late Fiscal Year 1979. The definite
plan report is scheduled for the fall of 1978. The fiscal year program
for the Animas-La Plata is $350,000.

On the San Miguel, the plan has been tentatively selected; but it is
contingent on the final land selection and the participation of the
Colorado Ute Electric Association. The definite plan on that report is
scheduled for December of 1979, and the environmental statement also for
the summer of 1979, with the construction start scheduled for late 1979,
which could jump into Fiscal Year 1980, because of possible delays on
the Animas-La Plata Project. The Fiscal Year 1978 program for the San
Miguel is $317,000.

-5-
