Can you tell me? <br /> <br />MR. CRANDALL: .If I may, Larry, I would like to ask Jake to comment first <br />on this. He has been familiar with this investigation. <br /> <br />MR. RINCKEL: Mr. Sparks, we haven't completely settled the plan yet. <br />We are working closely with the oil shale companies in planning the <br />project. I will be glad to send a copy of the plan as soon as it is in <br />the office. We are trying to justify the use of water. <br /> <br />MR. SPARKS: The other inquiry I have from the Governor concerns the <br />changes that will be made by the Carter Administration in the handling <br />of Bureau of Reclamation power. This matter seems to be of extreme <br />concern to a number of organizations throughout Colorado and the West. <br />The inquiry that I have from the Governor is to explain to him what <br />changes will take place as a result of the creation of the Department <br />of Energy. The inquiries directed to the Governor have strongly pro- <br />tested proposed changes in the relationship between the Department of <br />the Interior and the Department of Energy, I am simply not familiar with <br />what changes are about to take place. <br /> <br />MR. CRANDALL: That matter is right in the final stages of definition <br />right now, Mr. Sparks. Reclamation is being represented on the teams <br />that are working on this by a counterpart in the upper Missouri, -Mr. <br />Robert McPhail. If it is satisfactory, I can arrange for him to meet <br />with you and give you an in-depth briefing. <br /> <br />This transfer, of course, affects the state of Colorado more than it <br />does CRSP power interest, and it would seem that the overall picture <br />would be more useful to you. We are transferring our regional power <br />marketing staff in Salt Lake city to DOE, and the transmission and <br />operation and maintenance staff in Montrose will remain where they are. <br />The customers will be dealing with the same people that they have <br />always dealt with, but they will be organizationally differently identi- <br />fied. It raises some questions internally of how we interface and the <br />remote operating system and things like this. But that is being handled <br />by agreements. <br /> <br />MR. SPARKS: It is true then that the Department of Energy will take <br />over the operation of hydroelectric power previously carried on by the <br />Bureau of Reclamation. Is that right? <br /> <br />MR. CRANDALL: Yes, the transmission and marketing portion of what <br />Reclamation formerly did. Reclamation will continue to be responsible <br />for management of water resources and the generation of power. The <br />split will come either on the high or low side of the switch at ,the <br />power plant. <br /> <br />-11- <br />
