Whether these documents should be sealed by an engineer; <br /> <br />Yes <br /> <br />3. Whether the "design" work that has been done in certain instances is substandard; <br /> <br />Based on its brief review of the documents submitted, the Board believed that they appear to be <br />substandard. <br /> <br />4.
