(WHIG) is applying for a $103,500 Small Project Loan <br />from the Construction Fund to rehabilitate their existing dual (secondary) irrigation water system. The <br />estimated total cost of the project is $115,000. Please see the attached project summary and map. <br /> <br />Backaround <br /> <br />WHIC owns and operates an existing piped irrigation system located in the Willow Heights <br />Subdivision and Duke Hill community, located on the north edge of the Town of Hotchkiss in Delta <br />County. The subdivision is located within the town limits and is served by Town water, sewer and <br />streets. The system was constructed in 1976, and WHIC was incorporated in 1994. Prior to 1994, <br />the system was maintained by the original developer of the subdivision. Water for the subdivision <br />is obtained through the Duke Ditch, which flows a distance of 2 miles from a direct diversion on <br />Leroux Greek. WHIC is a shareholder in the Duke Ditch. <br /> <br />The system provides outside irrigation water to about 95 residential lots, having an average lot size <br />of approximately 15,000 sq. ft. The subdivision is built-out, and all except 9 lots are included in <br />WHIG. (The excluded lots will be offered taps for $500 at the time of construction, $750 if they tap <br />on later.) Water is also supplied to a small park owned by the Town of Hotchkiss. The total <br />irrigated area is about 60 acres, and water is used primarily to irrigate lawns and gardens. The <br />system consists of a headgate at the Duke Ditch that diverts water into approximately 6000 lineal <br />feet of main distribution piping (10", 8" and 6"), and approximately 3000 feet of lateral piping. <br />Water flows by gravity and lots are served by %"individual taps belonging to the shareholders. <br />Typically, a homeowner installs a pump at the property line to pump water from the system.
