Since webecanre
involved in yoor process late in the timeline, we would appreciate any assistance you
might be able to provide in requesting that your Board defer the decision on this stream
until next year. This would give us time to better understand potenti!\l impacts, if any,
and to really look at our future needs !\bove your site. It would allow us the time to work
together in resolving the concerns. We would much prefer this to in any manner
contesting the applications. Please let me know if you have any q\lestions, or if you need
adclitional information from us to respond to your Board,

The only stream for which I still have some concerns is Beaver Creek in Moffat County.
We have significant holdings above the area for which you are filing. The stream already
has adjudicated water rights below your site which might indicate that the in stream flow
would most likely exist without an addition water right. Additiollal adjudication could
impact oor ability to develop w~ter above your site for uses that could incre!\Se our
revenue for the beneficiaries. This could be in the form of additional livestock watering
sources, improved wildlife habitat, especially Greater Sage Grouse, llIlc:l other future
opportunities that may occur.

We have hired !\ contractOrto complete a vegetation inventory ofoor tancls on Cold
Spnngs Mountain, an(! are contmmng rtm!limring-to-determinnhe-eco[ogical-condition--- ..
of our lands and to provide recommendations for improving that condition. These
recommendations would most likely include additional water development,

.
