'';,v-- \,IJ 1f 1'/"7") " ?~ ',0-:> <br />:JH" ;',,?V <br /> <br />SUBJECT: Agenda Item 5b., September 22-23,2003 Board Meeting <br />Grand Mesa Reservoir Company <br /> <br />'''--- <br /> <br />-~----------------------------------------------------------------------------------.--.---------------- <br /> <br />Introduction <br />The Grand Mesa Reservoir Company (GMRC) is applying for a loan in amount of $90,000 to <br />rehabilitate the outlet systems on the Grand Mesa Reservoirs #1 and #9. The estimated total cost <br />of the project is $100,000. Please see the attached project summary and map. <br /> <br />Backaround <br />The GMRC, located in Mesa County, owns and operates 6 reservoirs on the Grand Mesa with a <br />combined total capacity of 1,595 acre-feel. The reservoirs are used to store water for the benefit <br />of the shareholders. Water is released to Kannah Creek and then diverted below the mesa to a <br />500-acre service area. <br /> <br />Grand Mesa Reservoir #1 is a Class 2 structure with a dam height of 22 feet and a capacity of <br />559 acre-feel. The State Engineer has imposed a restriction of storage to 8 feet below the crest of <br />the spillway because of a failure of the outlet system, seepage, and undersized spillway. The <br />restriction reduces the allowable storage to about 260 acre-feel. This project addresses only the <br />problems with the outlet system and will not result in removal of the storage restriction. <br /> <br />Grand Mesa Reservoir #9 is a Class 3 structure with a dam height of 16 feet and a capacity of <br />153 acre-feel. The State Engineer has imposed a restriction of storage to 3.4 feet below the crest <br />of the spillway because of problems with the outlet system. The restriction reduces the allowable <br />storage to about 50 acre-feel. All dam safety issues associated with Grand Mesa Reservoir #9 will <br />be addressed as part of the construction project, so that the storage restriction can be removed. <br /> <br />.'--..' <br /> <br /><< <br /> <br />3 <br />
