<br />" <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Conclusion <br /> <br />5 <br /> <br />The Service believes that Colorado's instream flow program is capable of <br />protecting the flow needs of the endangered fishes. What is missing at this <br />time is the political will to apply the program in a meaningful way, <br /> <br />Unless alternative means are developed or implemented to protect flows in <br />Colorado, the recovery goals for the fish will not be achieved and the fish <br />will not be delisted. In the short term, the Service will consider the <br />current inability to provide meaningful flow protection in its annual <br />assessment of sufficient progress. <br /> <br />The Service is willing to reconsider its position on the Colorado River <br />instream flow filings if a new proposal is developed that provides meaningful <br />flow protection and enjoys the support of the water community. <br /> <br />Attachment <br /> <br /> <br />0, <br /> <br />
