controversial canyons that we proposed to be included in the Flat Tops
wilderness and then the governor of the state requested that it be
eliminated in our proposal because of the possible need for oil shale
development and water storage downstream. The pendulum is going back
the other way according to the latest proposal. And we feel, the Forest
Service, that it is probably the most significant piece of country that
should be included in the new Flat Tops wilderness. It does have a
lot of wilderness characteristics and it was studied at one time for a
wild river designation. This was back in the late 50's actually and
early 60's.

I

The road from Deep and Heart Lakes comes down over in
around into Budges Resort and the road deadens here.
secti?n that goes up the South Fork for about a mile.

here and swings
There is a short

Member of the Audience: Is that private ground?

Mr. HaUk: No, that is all national forest land and the resort is under
a special use permit. It is an old facility similar to the resort at
Trappers Lake. There is no private land in this particular area at all.

(slide) Here is a view again of the lower end of the South Fork mouth.
Budges Resort would be over in here, just beyond the axis of the dam-
site. In other words, you are lOOking toward Wagon Wheel Creek in here.
The axis of the dam is generally in here. This is Rocky Mountain Power
Company, supposedly.

Mr. Stapleton: What is downstream there?

Mr. HaUk: We are looking downstream in a westerly-southwesterly direc-
tion.

(slide) Here is the junction of Patterson Creek coming out here. We
are looking south-southwest here. The South Fork along here going
downstream to the west. This is the junction of Patterson and the South
Fork. This would have been generally the site for the pumped storage
project proposal that the Colorado River Water Conservation District
has on file, along with other facilities. (slide) This is looking down
the South Fork again on the ground just below the mouth of Patterson I
Creek. We begin to get into somewhat of a canyon situation and it
flattens out again near Lost Solar. (slide) Here again, the White River
just below the mouth of Patterson. (slide) Now we are down into, you
might say, the main part of the South Fork Canyon looking west again
toward Burro Mountain which is the long ridge at the top of the slide.

-26-
