Mr. Stapleton: All right, I think it would be proper at this time if
you have such a motion.

11r. Berthelson: This is prepared and okayed by our lawyer on my side.

I

Mr. Stapleton: Well, that's a strike against it to begin with: You
should have never said that.

Mr. Berthelson: Based on our studies to date, the Water Conservation
Board finds that the water resources of the state of Colorado will not
be adversely affected by designating said stretch of the Colorado River
as a scenic river. We therefore recommend that the federal government
..~. -
prQC~ed with the detailed study of the river in the area, reserving, how-
ever, the right to comment after completion of the study.

Mr. Stapleton: Just to get it on the table, who will second it?

Mr. Williams: I second it.

Mr. Ten Evck: Mr. Chairman, may I comment now on the motion?

Mr. Stapleton: Yes.

Mr. Ten Evck: It would seem to me that if we would change the words
"the board has no objection to designation" to "the board has no objec-
tion to the study leading to such a designation" that we would solve
:,t;he problems that I think have been properly raised.

Mr., Ford: I think you are right.

Mr. Berthelson: I will change my motion to read: "We recommend that
the federal government proceed with a-detailed study of the area,
reserving the right to comment after completion of the study." I will
change my motion to those words.

Mr. Stapleton: And the second will approve that?

--..-

Mr. Williams: I second it.

Mr. Stapleton: Now Mr. Kuiper has a comment.

--

Mr. Kuiper: I have a question, Si, on this motion. The deletion of
the word "wild," was that intentional? Si, of course, we scratched that
part of the motion, but I think we have to go to these definitions on

-20-
