<br />Mr. Stapleton: All right. Scott, did you have - r saw you waving your <br />hand a while back. Scott. <br /> <br />I <br /> <br />Mr. Scott: Mr. Chairman, r am Tam Scott of Colorado Rivers Council. <br />You were talking about sheep and cattle. My understanding is that one <br />of our directors has quite a lot of sheep down in that area. I happen <br />to know personally that he is somewhat concerned about the designation <br />from the standpoint of what you were all talking about whether or not <br />the sheep would be allowed to stay there and trying to determine whether <br />or not they would be allowed to drink water out of the river. It would <br />seem to me they should be allowed to go along with the designation which <br />is probably a good thing. I was wondering coming from the BOR where <br />they commented about the law end of the associated regulations in that <br />respect. <br /> <br />Mr. Stapleton: Can we have further comments from the BOR? If you will <br />come up where we can pick you up on the microphone, please. <br /> <br />Mr. Czarnowski: To try to answer your point, Scott. Again, we are only <br />talking about a study. Until the study is done we have no idea whether <br />or not we are talking about a wild or scenic, or a recreational river. <br />And different regulations apply to each of those specific segments. In <br />certain of those segments, the grazing of cattle and sheep cause no <br />problem at all. <br /> <br />Mr. Scott: My question was, which one of the sections of the canyon <br />you are talking about. recreational. scenic, or all three? I suspect <br />the first two, but I don't know. <br /> <br />Mr. Czarnowski: Tam, on this particular question, I really can't answer <br />that until a study is made and a classification recommended. <br /> <br />Mr. Helton: r have here criteria adopted by the Secretary of the Interior <br />and Agriculture which was adopted in February, 1970. This is the only <br />criteria affecting wild and scenic rivers that applies whether it be a <br />scenic river or a wild river. In all three classifications, agricul- <br />tural uses are permitted. It is more limited in the wild rivers, but <br />in the scenic rivers it is permitted. <br /> <br />I <br /> <br />Mr. Ford: Mr. Chairman, the statement was made by Mr. Sparks that you <br />always have trouble with private landowners in these deals. The private <br />landowners also alway.s'have trouble with the federal landowners and the <br />state landowners. And the first thing you know, somebody is trying to <br />create a national monument to protect that thing a little further. I <br /> <br />-17- <br />
