Mr. <br />McDonald' and Mr. Danielson will develop language to put in a <br />follow~up letter to Mr. Barrett to make this point perfectly <br />clear. <br /> <br />c. The study process has been delayed <br />due to the revised .power configuration for the Bonneville Unit <br />of the Central Utah Project (Diamond Fork). The.new <br />configuration will result in a run of the river plant with <br />about 165 megawatts of power. The cost of this .project is <br />estimate~ to be between $200 and $300 million. .The previous <br />study had a much lar"ger pumped storage 'hydro system with an <br />associated cost of, over $700 million. The configuration of t.he <br />Diamond Fork project significantly impacts the power rate <br />proposal. Endanqered Species,Issuesr~ Appendix K <br /> <br />" <br /> <br />Mr. McDonald began the discussion by briefly going over the <br />final Memorandum of Understanding (MOU). The major revision, <br />as reported and discussed'at the,July'meeting, was tha <br />investigation of the. language ~romlSection 7 of the Endangered <br />Species Act. 'This" language requires, the Secr.etary of Interior <br />to evaluate' reasonable ~nd pruden~ alternatives tha~ will not <br />further jeopardize the species., , , <br /> <br />Mr. Bill Paddock had two' comments on, the MOU. Under I <br />"Purpose" he would like to include "changes in reservoir <br />storage and points of diversion" in the federal actions <br />associated with water project development'and depletions. His <br />other comment on this section dealt with the. .absence of the' <br />language concerning the destruction or adverse modification'of <br />critical habitat. The MOU' currently speaks to the likelihood <br />for jeopardizing the continued existence of the species. <br /> <br />Mr. McDonald then discussed the current legislation (H.R. <br />5973) covering the appropriation of $450,000 to establish a <br />wo~king group to resolve the Colorado River' endangered. fish ,. <br />issue. ,Senator Wallop has introduced this' legislation which <br />has passed the House of Representatives and has been reported . <br /> <br />-10- <br />
